So I've started up on DeviantART, (username EsuriatCorinths) and one thing I got to thinking about is the fact that I hardly have any art materials. In fact, most of what I have is just printer paper, and pencils. Generally, these are fine if my only goal is to have black and white pictures, but sometimes getting color in there is essential. I'm so poor that I cannot possibly afford to purchase involved art supplies beyond stuff like kneaded erasers, which are just commom sense to have around when working with pencil. I can't work with any sort of colored pencil because of just how horribly I am required to grind it into the paper to get the desired effect.
What I'd like to know is what art programs, such as Adobe Photoshop, are generally best for art projects? If possible, please elaborate on exactly what styles certain programs work best with, or what they generally specialize in for certain steps. (Like whether one art program is generally best for touching up a picture, or simply best for adding color)
I ask this because I figure that an art program would be cheaper to go with than purchasing art supplies. It's also because, ultimately, I'm an absolute n00b when it comes to art, and barely know anything. (My high school art class wasn't exactly helpful. I only took one: Basic Design.)
